Where a child is born and will be unable to talk for their whole life,well it is very unlikely.
And they have the ability to grow normally,just not speak or make noise,crying etc.
It is a cancer i think.

No. I think you mean mute people, like, physically, they lack vocal cords and can't produce sound. Or have you confused yourself about autism? autism is where a person lacks social skills and might not be able to speak or even make eye contact. Autism is characterized by obsession, poor or nonexistent social skills and difficulty or inability to use language. But autism isn't fatal, it's just a neurological condition that somebody is born with. My brother has it and I have a very mild form of it that just makes socializing confusing for me. Mute people on the other hand, have normal social skills but physically lack the ability to talk.
