She's been getting blood tests done, and they also thing somethings wrong with her liver… she doesn't drink, and from what i remember, hasnt ever. There's no reason for her to have cancer, but everyone is psyched out. Should we be?

Elevated WBC along with an enlarged liver can be indicative of various blood cancers (AML, CML, etc.)

However, it can also be indicative of latent infection or other malfunction of the immune system besides cancer, so while the symtoms are certainly worrisome, the best thing to do while waiting for diagnosis is to not be 'psyched out', - remain calm and supportive during the stress of the diagnostic process it's self. That alone can be quite an emotional 'roller coaster ride'.

Has your friend been taking medicines, or under a lot of stress? Usually when the white blood cell count is high it is a sign of infection or inflammation. Has she been smoking, taking any antibiotics or anti seizure type meds? this too will cause the wbc to rise.

We are all proned to think "cancer". Remember our bodies were created to let us know when something is wrong or needs attention …don't even entertain the thought of cancer….be positive and reassure her that everythings going to be ok…There is a website you can go to to look up some of your questions that might ease "all of your" minds. buzzle.com

There are several things that can elevate the white cell count, including infection, inflammation, certain medications, such as prednisone.

Increased white count means there's an infection. it dosen't sound anything like cancer to me unless the Physician did a CAT scan or MRI of the liver and found something else.
