Yes. Probably most of them but you would need to check with whoever is sponsoring the clinical trial you are interested in.

Yes. I would think that as long as you meet the study criteria and could get to the study there would be no reason to exclude you. I've never seen citizenship as a criteria or exclusion.
Follow up on any studies you are interested in and contact them. They are more interested in meeting their quota for the study.
